Cellphone customers unhappy with rates

If the average Canadian cellphone rates are 12 cents a minute, as Rogers Vice-President Kenneth G. Engelhart claims, then why is Rogers charging me 35 cents a minute (higher than Switzerland, Germany and Japan) on top of long distance?
And now that I'm on the topic, how is it legal that I can simply lose the money I put onto my account if I don't spend it by a deadline? If I pay too much for a ridiculously expensive and shoddy service, I at least expect the service!
