Partisanship gums up key debate

Woke up yesterday thinking that Toronto City Council has been a model of decorum, compared with other levels of government.

The city's business drags and is slowed unnecessarily by grandstanding councillors, side issues and personal political sniping. But under a new protocol implemented by the David Miller regime, including the position of Speaker, who directs the debate and interprets the rules, the people's business has been conducted in a more orderly way.
